SECTION A
(You must be able to answer at minimum one question In This Section)
(1a)
Human rights refer to the fundamental rights and privileges enjoyed by citizens of any state that are generally defined in the constitution of the state.

Human rights are a set of rights that are enjoyed by all citizens of the country regardless of race, gender, or religion. Human rights are a natural, civil, and political right and legal

(ii) Responsible parenting requires parents to think about their financial capacity and decide on what number of kids they will have, and take care of. (iii) The responsible parents must be able and able to meet the requirements of their family(iv) The responsible parents must be able to recognize the signs that their partner or children are emotionally unstable and adapt to avoid an uprising within the family.
(v) An adult who is responsible must be able to adopt peace-loving strategies such as imitation, laughing, etc.

(i) Citizenship that is responsible Parents are responsible for their children’s health, well-being, and safety as well as the development of their character, especially at the beginning of their lives. This will aid the child to develop into mature citizens who respect the law, making their children contribute to the growth of society.
(ii) Reduced criminality: Responsible parent teaches their children moral and acceptable social values like respect, honesty, love as well as integrity, contentment, and love. These influence the course of development and behavior of their children, particularly in the age of adulthood. Thus, reducing the amount of crime in society. (iii) Healthy Nation Children who receive a good and sound education, the right kind of food, adequate shelter, security, and amazing recreational facilities will pay less on medical expenses. This will help maintain a healthy country.
(iv) An emotionally balanced population: Therefore, parents instill into their child/children the best and healthy emotional control. Children are encouraged to seek peace and legal ways to redress the injustices in society. This improves the social growth of an emotionally balanced person.
(v) Finances and budgeting to maintain the economic health of any given society running, citizens must be in effective control over their money. Parents can assist in getting their children into financial habits from an early age.
(vi) Promoting independent thinking in a democracy as well as anywhere else, being a good citizen is expressing your opinions as well as respecting the opinions of other people. This is especially evident when it comes to voting. Responsible parenting, therefore, is also instilling respect for others’ opinions and creating their own opinions as well. Respect for others is a real virtue of a good citizen.

(vi) Motivational/self-actualization skills: These refer to the actions you take to elicit a desired outcome, response, or behavior.
(vii) Communication skills: This refers to the ability to communicate or communicate ideas and thoughts effectively.
(viii) Skills in the arts It is a distinct talent or an aptitude for something, specifically an artistic endeavor.
(ix) Interpersonal/human relations skills They are the skills and strategies a person employs to effectively interact with others

(i) Poor orientations and low wages Public servants receive inadequate or no training on their work and the various offices they are filled. This is accompanied by poor salary as a pea-nut which is another reason behind the deficiencies in the public sector.
(ii) Insufficiently qualified personnel: The majority of staff employed in public service offices or offices either do not pay attention to their work or have any experience in the field, but perform these services because they are looking for better pastures.
(iii) Manpower as well as resources. This could be yet another kind of over-staffing, which causes duplicate offices within the ministers. It is an inefficient use of human power as well as resources when the public sector is paying for excess funds to support a few efforts since there would be little work for them to complete within their different offices.
(iv) Corrupt: the efficiency of the public sector has been hindered due to corruption and bribery to the point that public servants have failed to fulfill their official duties because they anticipate bribes before completing their duties.
(v) Influence of the colonial era: Many public corporations were incorporated in Nigeria during the period of colonialism and have not been updated after they departed from colonial rulers who were the originators of this public service and the corporate. The struggle for independence and its influence led to some weaknesses in the public sector since certain public corporations were manipulated and taken over by private individuals to run their private enterprises.
(vi) Instabilities in the political system: the constant and frequent changes in top rank of office holders in the public sector result in constant uncertainty of regulations and rules. This causes constant deficiencies in the public sector in Nigeria
(vii) (vii) Political intervention The majority of the governments are not able to allow the flow of duties to color to unjustified interference that usually is only favorable to politicians. They frequently focus on the various tasks they’re not aware of, yet the political ambitions of their leaders bind to these tasks.
(vii) Inconsistency of government policies/Bureaucracy: In Nigeria, a change of government many times means changes in policies. Bureaucracy refers to excessive use of formalities in the public service, which militates against its effectiveness.
